Below, you’ll find a list of the full eligibility criteria to be a Full Member of the MTPAFull Membership Eligibility
Full Membership of the MOT Training Providers Association (MTPA) is reserved for established, professionally operated MOT training providers who meet the highest standards of competence, credibility and compliance within the MOT training sector.
To qualify as a Full Member, an organisation must meet all of the following criteria:
Core business requirements
- UK registered business with an active Companies House entry.
- VAT registered.
- Minimum 3 years trading history specifically in the delivery of MOT tester training.
- Actively creates and delivers MOT tester training (not simply reselling or white-labelling another provider’s content).
Professional expertise
- Employs fully-employed subject matter experts, such as:
- Former MOT testers with 5+ years hands-on testing experience, or
- Former DVSA Vehicle Examiners (VE/VTA) with 5+ years regulatory experience.
- Trainers must demonstrate ongoing professional development and up-to-date MOT regulatory knowledge.
Quality & compliance standards
- Proven track record of providing:
- MOT tester training, or
- MOT compliance and quality assurance solutions.
- Operates a formal quality assurance process, including:
- Training records
- Delegate assessment/attendance logs
- Post-course evaluation/feedback
- Evidence of periodic internal or external audits
- Holds appropriate professional insurance (e.g. public liability and professional indemnity).
- No unresolved major regulatory, legal, or disciplinary actions within the last 3 years.
Alignment & conduct
- Commits to delivering training aligned with the annual DVSA curriculum, incorporating updates from DVSA and MTPA within agreed timeframes.
- Agrees to adopt and uphold the MTPA Code of Conduct, maintaining professionalism, accuracy, and integrity in all training activities.
- Commits to active participation in MTPA meetings, curriculum reviews, and working groups when reasonably requested.
Training delivery standards
- Operates suitable UK training facilities, or has proven capability to deliver compliant online or blended training.
- Meets relevant health & safety requirements and ensures fair, accessible training delivery for all delegates.
Beneficial ownership, integrity, & anti-fronting
To protect the integrity of the MTPA, and the wider MOT industry, the following conditions apply to all membership applications and ongoing members:
- Applicants must fully disclose all beneficial owners and controlling individuals behind the business, including directors, shadow directors, partners and persons with significant influence.
- Membership will not be granted where any beneficial owner or controlling individual would fail the Association’s conduct and integrity expectations, including but not limited to serious or repeated breaches of MOT regulations, fraud, dishonesty or other behaviour that brings the industry into disrepute.
- The Association will not accept applications where an individual is using another person (e.g. a spouse, relative or associate) as a “front” or nominee to obtain membership or access to MTPA where they themselves would not be eligible.
- The MTPA Executive Committee reserves the right to carry out reasonable due diligence checks on ownership, directorships and regulatory history as part of the application and renewal process.
- Any non-disclosure, misrepresentation or concealment of ownership or control will be grounds for immediate refusal, suspension or termination of membership, at the absolute discretion of the MTPA Executive Committee. No refund of fees will be due in such circumstances.
Discretionary clause
All applicants are required to pass a members review panel meeting.
